Yes, Bupa lets you cancel your health cover at any time, but only the primary policyholder can do it.

If you’ve just joined or renewed, you get a 21-day cooling-off period: cancel within this and you’ll receive a full refund (provided you haven’t made a claim).

After that, you can still cancel at any time (there’s no lock-in) but if you’ve made a claim, that period is not refundable.
