Stage 3 — Independent external review

Tip: get the incident report number and medical evidence on file immediately, and ask in writing what enforcement action was taken and under which section of the Act.
Missed recycling and a "just mix it in" answer
A resident reported a missed recycling collection in January 2023 and said the explanation Council gave was inaccurate. They were separately told to put grass clippings in with general rubbish for want of a suitable service — advice that conflicted with Council's own published bin entitlements. Tip: when verbal advice contradicts Council's website, ask for it in writing — the contradiction becomes your strongest complaint.
Work through these in order. Skipping ahead is the most common reason complaints get bounced back.

Step 1 — Ask for internal escalation to a senior officer
